Introduction and Background
On May 15, 2025, in Mazatlán, Sinaloa, the governor Rubén Rocha Moya attended the presentation of Reverb by Hard Rock, a 170-room hotel project with an investment of 550 million pesos. This will be the first Hard Rock hotel in Mexico, as similar concepts only exist in Atlanta, USA, and Hamburg, Germany.
Project Presentation
The presentation took place at the International Aquarium “Mar de Cortés,” where Governor Rocha, accompanied by Josefina Rodríguez Zamora (Secretary of Tourism for the Federal Government), Mireya Sosa Osuna (Secretary of Tourism for Sinaloa), Ricardo Velarde Cárdenas (Secretary of Economy for the State), and Estrella Palacios Domínguez (Mayor of Mazatlán), welcomed Javier Sánchez, Senior Development of Hard Rock Hotels and Resorts, and Omar Alfonso Osuna, Director General of Mar3 (co-investor for the new hotel project).
Governor’s Speech
Rocha Moya expressed gratitude for the investors’ confidence in choosing Sinaloa for expansion and highlighted that this will be the first Hard Rock hotel in Mexico, specifically in Mazatlán.
“I appreciate the confidence you have in investing in Sinaloa, and it’s significant that this will be the first Hard Rock hotel in Mexico, right here in Mazatlán. Foreign direct investment signifies trust, and 44% of this investment is in Mazatlán, where 14 hotel chains are currently under construction.
I am proud of Mazatlán’s hoteliers, who were pioneers and laid the foundation for the first hotel. Today, we have many local investors facing challenges and making Mazatlán’s presence known worldwide.”
Federal Tourism Secretary’s Statement
Josefina Rodríguez Zamora, the Federal Tourism Secretary, mentioned that Sinaloa is among the top states with significant tourism investment in President Claudia Sheinbaum’s Plan Mexico. This position is further solidified with the announcement of Reverb by Hard Rock’s 550 million pesos investment.
She emphasized that Hard Rock’s hotel concept is unique, existing only in Atlanta and Hamburg. Thus, having the first Hard Rock hotel in Mexico located in Mazatlán, Sinaloa, is of great importance.

Javier Sánchez, Senior Development of Hard Rock Hotels and Resorts, explained that the hotel will have 170 rooms and open in 2028. It aims to provide a resting place and a musical experience, serving as a common space for music lovers from Mazatlán and abroad.
