Overview of the LXVI Legislature’s Second Year Ordinary Session
During the first period of ordinary sessions of the second year of the LXVI Legislature of the Senate, which recently concluded from September 1 to December 15, the chamber approved 60 legislative matters.
Breakdown of Approved Legislation
- Two constitutional reforms
- Six new laws
- 31 amendments to secondary legislation
Out of these 60 approved matters, five new laws have already been published in the Diario Oficial de la Federación (DOF) and are now nationwide, while one awaits promulgation. Notable new laws include the Ley General en Materia de Extorsión (General Law on Extortion) and the Ley de Aguas (Water Law).
Newly Approved Laws
- Ley Orgánica de la Armada de México (Organic Law of the Mexican Navy)
- Ley de Ingresos de la Federación para el Ejercicio Fiscal 2026 (Federal Revenue Law for the 2026 Fiscal Year)
- Ley General para Prevenir, Investigar y Sancionar los Delitos en Materia de Extorsión (General Law to Prevent, Investigate and Sanction Crimes Related to Extortion)
- Ley de Desarrollo Sustentable de la Cafeticultura (Sustainable Coffee Cultivation Development Law)
- Ley General de Economía Circular (General Law on Circular Economy)
The Ley General de Economía Circular, which is pending promulgation, aims to protect and conserve the environment through policies and mechanisms that increase product lifespan and minimize, recover, utilize, and value waste.
Constitutional Reforms
The two constitutional reforms approved grant the Congress of the Union the power to legislate on minimum penal types and sanctions for extortion, as well as reform articles 76 and 78. This allows the Senate (and its permanent commission) to ratify ranks of colonels and other superior Guardia Nacional (GN) heads.
Reforms to Existing Laws
Among the approved reforms of existing regulations are various orderings for harmonization with the Código Nacional de Procedimientos Civiles y Familiares (National Code of Civil and Family Procedures), changes to the Ley de Amparo (Law of Protection), Código Fiscal de la Federación (Federal Fiscal Code), and Tribunal Federal de Justicia Administrativa (Federal Administrative Justice Tribunal) Organic Law; as well as additions to the Ley Federal de los Trabajadores al Servicio del Estado (Federal Law of State Employees) and Ley General de Responsabilidades Administrativas (General Law on Administrative Liabilities), concerning labor union autonomy.
Furthermore, modifications were made to article 76 Bis of the Ley Federal de Protección al Consumidor (Federal Consumer Protection Law) regarding subscription and membership cancellations with recurring charges.
Senate Appoints New Fiscal General of the Republic
The Senate designated Ernestina Godoy Ramos as the new Fiscal General of the Republic following the removal of Alejandro Gertz Manero, which was processed as a resignation.
