Introduction to the Plan México and its Goals

As part of the Plan México, a national strategy to boost industrial sovereignty and bridge regional disparities, the Mexican government has designated 13 Economic Development Hubs for Well-being. Topolobampo, Sinaloa, has been included due to its logistical and industrial potential.

Sinaloa’s Inclusion in the Plan México

Culiacán, Sinaloa, May 22, 2025 – Sinaloa has been included in the group of 13 Economic Development Hubs for Well-being announced today by the Mexican government as part of Plan México, a national strategy to attract productive investment, generate employment, and stimulate growth in regions with high potential.

Collaborative Efforts Leading to Topolobampo’s Selection

Ricardo Velarde Cárdenas, the Secretary of Economy for Sinaloa, mentioned that they have been working in coordination with the federal economic secretariat for months, following instructions from Governor Rubén Rocha Moya. Their efforts have now resulted in concrete outcomes with Topolobampo being included as a new economic development hub.

Opportunities for Economic Development in Sinaloa’s North

Velarde Cárdenas explained that Topolobampo’s inclusion in this scheme presents a significant opportunity to stimulate economic development in Sinaloa’s north by leveraging logistical potential, existing infrastructure, and strategic projects in the region.

“This new hub will attract more investments to our region, thanks to the support and incentives offered by all levels of government. This designation will position Sinaloa on the map for major industrial investments in the country; it’s a platform to attract companies from sectors like energy, petrochemicals, agroindustry, electromobility, and logistics. It will also strengthen the economic development of Sinaloa’s north and the entire state, as well as support ongoing strategic projects in the area,” he stated.

Strategic Projects Supporting Topolobampo’s Potential

Among the strategic projects that back Topolobampo’s potential are:

  • Pacífico Mexinol: A green methanol plant with an estimated investment of $3.3 billion.
  • Gas y Petroquímica de Occidente (GPO): A plant for ammonia production, with future stages for methanol and urea, totaling over $5.5 billion in investment.
  • DH2 Energy: Developing the Tango Solar project, a green hydrogen plant based on solar energy with a Spanish investment of $1.172 billion.
  • Sempra Infrastructure with Vista Pacífico: A floating gas natural liquefied terminal.
  • Construction of four private industrial parks:
  • New Topolobampo – Chihuahua highway: Directly connecting the port to south Texas.

With this designation, Sinaloa advances towards a new phase of economic growth, backed by strategic projects, infrastructure, connectivity, and a forward-looking vision aiming for the well-being of all.
