Background on the UN Subcommittee on Prevention of Torture (SPT)
The UN Subcommittee on Prevention of Torture (SPT) is an independent expert body within the UN Human Rights Council. Its primary role is to promote international standards for the prevention of torture and other cruel, inhuman, or degrading treatment or punishment. The SPT conducts periodic concerted visits to states to examine the national measures taken to prevent torture and other ill-treatment.
Upcoming Visit to Mexico
The SPT will visit Mexico from the upcoming Sunday until January 30 to examine the measures adopted, reinforce safeguards against torture, and assess their impact on protecting detained individuals. Carmen Comas-Mata, head of the SPT delegation, stated, “We are here to examine the implementation and impact of our previous recommendations, to see what works in practice and what aspects still need improvement.”
Previous Visits and Recommendations
This will be the third visit since 2008 and 2016. The delegation will visit places where individuals are or may be deprived of their liberty, maintaining confidential interviews with detainees and personnel working in those facilities. The focus will be on the implementation of SPT recommendations from their 2016 visit and any progress or challenges since then.
Collaboration with Mexican Authorities and Organizations
The SPT delegation will meet with Mexican authorities, the National Mechanism for Prevention of Torture (MNP), and other interested parties to evaluate the progress made by authorities in preventing torture through legislative, policy, administrative, and other measures. Joint visits with the MNP will also be conducted when appropriate.
Importance of an Independent National Prevention Mechanism
“An effective national system for the prevention of torture requires an independent, impartial National Mechanism with adequate resources to conduct regular visits to all places of detention and to operate in close cooperation with relevant institutions and civil society,” emphasized Carmen Comas-Mata.
