The Housing Fund (Fovissste) of the Institute of Security and Social Services of State Workers (Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado) announced the implementation of the second phase of its support program for pensioned, retired, and individuals over 60 with active credits. This initiative is part of a presidential decree published in the Federal Official Gazette in February.

First Phase Overview

During her participation in the People’s Morning Press Conference, Fovissste’s Executive Board Member Jabnely Maldonado Meza reported that the first phase of this program benefited 149,000 individuals through various schemes such as salary balance liquidation, interest waiver, application of write-offs, and adjustments in payment obligations.

New Financing Models

Maldonado Meza highlighted the launch of three new financing models: ‘Tú Construyes’ focused on self-built housing, ‘Renovavissste’ aimed at rehabilitating and improving existing homes, and ‘Fovissste Mujeres’ designed for public servant women and pensioned women.

  • Tú Construyes: This model encourages individuals to participate in building their own homes, fostering a sense of ownership and personal investment.
  • Renovavissste: This initiative supports the rehabilitation and improvement of existing homes, enhancing living conditions for many families.
  • Fovissste Mujeres: This program specifically targets female public servants and pensioned women, providing them with financial support for housing needs.

So far this year, Fovissste has placed 10,622 credits. The average maximum national amount is approximately 1,838,540 pesos. For the ‘Fovissste Mujeres’ program, 1,996 credits have been granted, totaling an economic outlay of 2,195 million pesos.

Progress in Regularization and Mortgage Guarantees

Maldonado Meza mentioned that Fovissste has recovered 10,128 overdue testimonies out of a total of 41,686. To achieve this, the organization coordinated work tables with state governments, general archives of notaries, public registries, and legal counsels.

Regarding the cancellation of mortgage guarantees, Fovissste has processed 24,953 applications between October 2014 and May 2025. The entities with the highest concentration of these processes are the State of Mexico, Mexico City, Veracruz, Michoacan, Jalisco, Morelos, Sinaloa, and Hidalgo.

Data Update and Contact with Accredited Individuals

Fovissste is also conducting a national data update campaign to establish direct contact with accredited individuals. This measure aims to simplify access to information related to program benefits and provide ongoing support throughout the credit life cycle.

The institution urges accredited individuals who have not yet completed this process to reach out via 800 368 4783 (*), or send a WhatsApp message to the same number.
