Introduction to Infonavit and the Digital Platform Worker Reform

The National Housing Savings Fund for Workers (Infonavit) has launched a new model to integrate drivers, couriers, and other workers operating through digital platforms into Mexico’s social security system. This move complies with the reform of the Federal Labor Law (LFT) that acknowledges employment relationships in these digital schemes.

Infonavit’s Regulatory Framework

According to the announcement in the Federal Official Gazette on June 26, Infonavit issued General Rules to regulate its participation in the mandatory pilot program for obligatory registration, which began on June 22, 2025.

Platform Responsibilities

  • Register and enroll their workers with the Mexican Social Security Institute (IMSS) and Infonavit.
  • Make bimestral contributions equivalent to 5% of the salary.
  • Use the Unique Self-Determination System (SUA) to calculate quotas.

Failure to comply with registration or payments will result in updates, penalties, and fines according to the Infonavit Law and the Federal Fiscal Code.

Mandatory Pilot Program

This new scheme is part of a mandatory pilot program instructed by Congress and regulated by Infonavit’s Administrative Council, in coordination with IMSS. The goal is to validate registration, contribution, and fiscalization mechanisms before a larger-scale implementation.

Estimates suggest that around 600,000 people in Mexico could benefit from this housing security model if digital platforms fully comply with the new legislation.
