Introduction to Víctor Rubén Guzmán Dagnino
The National Institute of Sustainable Land (Insus) has entered a new phase with the appointment of Víctor Rubén Guzmán Dagnino as its new director. Background on Víctor Rubén Guzmán Dagnino
Guzmán Dagnino takes over from José Alfonso Iracheta Carroll, who was recently appointed as the subsecretary of Territorial, Urban, and Housing Planning within the same department. Prior to his appointment as director, Guzmán Dagnino served as the Insus’s Director of Regularization.
He holds a law degree from the Autonomous University of Sinaloa, specializes in Agrarian Law, and has completed master’s studies in public policy. Guzmán Dagnino also has expertise in rural and urban development, geodesy studies, and a certification as a marketing consultant from Consulting Services Corporation. His career includes collaboration with the Agrarian Tribunal and the Urban Development Directorate of Culiacán.
“His public management experience includes coordinating and executing the Urban Improvement Program, focusing on urban regularization and legal certainty in border cities, notably Ciudad Juárez,” stated the Secretariat of Development Agrarian, Territorial and Urban (Sedatu) in a press release.
New Era and Objectives
Under Guzmán Dagnino’s leadership, the Insus aims to bolster government efforts in ensuring legal certainty regarding land and housing, as well as expand equitable access to territorial assets for Mexican families.
Established in December 2016, the Insus replaced the Commission for the Regularization of Land Tenure to address urban matters within national policy planning for poverty reduction and human settlements’ organization.
During the current six-year term, the Insus targets delivering 1 million titles as part of the Vivienda para el Bienestar (Housing for Well-being) program’s actions. As of a few weeks ago, the organization had distributed 222,197 documents.
