Introduction to Guanajuato’s Logistics Gateway Project
Libia Dennise García Muñoz Ledo, the governor of Guanajuato, signed the Letter of Intent for the implementation of the Polo de Desarrollo Económico para el Bienestar (Podebi) on Thursday. This initiative integrates the Logistics Gateway of Bajio project into Mexico’s national Plan México strategy, aiming to replace imports by industrializing the country.
The Logistics Gateway of Bajio Project
The Logistics Gateway of Bajio is a “dry port” being built in Celaya through a partnership between the state government and Spanish company Azvi, with Ferromex and Canadian Pacific Kansas City (CPKC) participating. The project will feature modern infrastructure, including railway terminals, cargo and unloading zones, customs, last-mile services, and export/import connections. The initial phase will span 51 hectares with potential growth to 200 hectares.
Transforming Celaya and the Laja-Bajio Region
This project aims to transform Celaya and the entire Laja-Bajio region into one of the country’s and continent’s leading logistics centers. Celaya is a crucial crossing point for two major railway lines, Ferromex and CPKC, which carry 23% of Mexico’s rail freight. The area is also close to highways 45 and 57, as well as three automobile manufacturers: Mazda, Honda, and Toyota, all within a 50-kilometer radius.
Azvi’s Role and Investment
With extensive experience in infrastructure development, Azvi will design and construct the complex. The first phase of the project will have a Mexican pesos 2,500 million investment, according to the company.
Promoting Rail Transport
The project aims to promote rail transport for goods, connecting Mexico, the United States, and Canada. It will offer logistical solutions for local industries through terminals for agricultural bulk, automotive, containerized cargo sectors.

The governor expressed gratitude to President Claudia Sheinbaum and Economy Secretary Marcelo Ebrard for this significant project benefiting Mexicans, Celaya, and its region. Guanajuato has attracted USD 2,298.43 million in investments from September last year to the present, creating over 11,000 jobs.
Announcement of 15 Development Poles
During the morning event, the locations of 15 Polos de Desarrollo Económico para el Bienestar (Development Poles for Well-being) were announced across 14 Mexican states: Campeche, Chihuahua, Durango, Estado de México, Guanajuato, Hidalgo, Michoacán, Puebla, Quintana Roo, Sinaloa, Sonora, Tamaulipas, Tlaxcala, and Veracruz.
