Introduction to Metrorrey and its Modernization Efforts

Metrorrey, a public decentralized organization under the Nuevo León government, is responsible for the collective transport system in Monterrey and its surrounding areas. As part of its ongoing modernization efforts, Metrorrey sought to enhance its technological and operational capabilities by applying for a radioelectric spectrum concession from the Federal Institute of Telecommunications (IFT).

Metrorrey requested the radioelectric spectrum concession in the 410-420 and 425-430 MHz bands to implement a specialized mobile telecommunications trunking system for lines 4 and 6 of the metro. This system will strengthen control, surveillance, maintenance, and general services in response to Monterrey’s population growth and its surrounding area.

Metrorrey’s Capacity Justification

Metrorrey demonstrated its technical, administrative, and financial capacity to undertake this project. The organization presented a public works contract signed on October 14, 2022, with Mota-Engil México and its partners CRRC (Hong Kong) and CRRC Nanjing Puzhen. These partners will supply the necessary network elements for Metrorrey’s telecommunications system.

Economic Capacity Justification

Metrorrey also proved its economic capacity by publishing Decree 076 in the official newspaper of Nuevo León, which outlines the state’s budget for the 2025 fiscal year. The decree allocates 332 million, 349,791 pesos for various projects, including the telecommunications project in question.
