Introduction
The governments of Zapopan and Guadalajara, along with the state government in Jalisco, have unveiled a strategy to stimulate growth in the commerce and services sector. This initiative aims to foster job creation through four key components: subsidies, accessible credit options, training, and advisory services.
Relevance of the Sector
According to the Secretaría de Desarrollo Económico (Sedeco), the tertiary sector, which includes commerce and services, accounts for 60% of Jalisco’s Gross Domestic Product (GDP). Zapopan and Guadalajara contribute 60% of Jalisco’s GDP, resulting in approximately 240,000 formal jobs in the commerce and services sector within the state.
Current Economic Context
Cindy Blanco, the head of Sedeco, highlighted a nationwide slowdown in job creation, particularly in the commerce and services sector. In 2024, the national growth rate for this sector was 4.5%, but it has since dropped below 3%. This trend has affected Jalisco as well.
Strategy Details
Subsidies and Credits:
Sedeco will allocate 1.5 million pesos in subsidies through the Impulso al Comercio program. Eligible businesses can receive up to 15,000 pesos per unit, which can be used for raw materials, salaries, and utilities. The application period will run from July 23 to 27.
Zapopan and Guadalajara municipal governments will provide 5 million pesos in credits, offering loans ranging from 20,000 to 100,000 pesos at a 5% annual interest rate. Credit applications will be managed through municipal financing systems.
Training and Advisory Services
Training:
The strategy includes virtual training sessions via PLAi (Plataforma Abierta de Innovación) to help businesses enhance their marketing strategies, digital capabilities, and overall operational skills.
Advisory Services:
Businesses will receive 300 hours of free legal and fiscal consultation, including contract drafting and review, brand registration, intellectual property management, conflict prevention and resolution, regulatory compliance guidance, alternative dispute resolution mechanisms, and advice on leases and real estate contracts.
