Overview of Jalisco’s 2026 Economic Proposal
The Jalisco state government has submitted a 2026 economic proposal amounting to 181,548 million pesos to the local Congress. This represents a 4% increase from the previous year’s budget of 174,460 million pesos.
No New Taxes or Impositions
According to Luis García Sotelo, the Secretary of Public Treasury, the 2026 Income Law does not include any new taxes or additional levies. The proposal only accounts for an inflationary adjustment in fees and services.
“On average, we are discussing an inflationary adjustment; new taxes are not considered in this package. It is up to the Legislature to review alternatives for strengthening revenues,” García Sotelo stated, emphasizing the goal of creating a responsible economic package that prioritizes public needs.
Key Areas of Investment
García Sotelo highlighted significant increases in several key areas, including security (15%), health, education, infrastructure, sports, and culture.
No Public Debt or New PPP Schemes
The economic proposal does not include the acquisition of public debt or new Public-Private Partnership (PPP) schemes. However, it does allocate an additional 250 million pesos for complementary works on Line 4 of the light rail system.
Federal Participations
Approximately 80% of Jalisco’s resources for 2026 will come from federal transfers and participations, while the remaining 20% will be generated through self-financing.
“We have been monitoring and in contact with the Secretariat of Public Treasury and Credit; they formally inform us about federal transfers and precautions we should take after sending their Economic Package to Congress,” García Sotelo explained.
Prioritizing Security
Salvador Zamora, the Secretary General of Government, emphasized that the 2026 Expenditure Budget prioritizes security with a 15% increase.
“There is a significant increase in security matters, which is one of the state government’s priorities. We will have almost 14 billion pesos available for public security,” Zamora stated.
He mentioned that nearly 1 billion pesos will be allocated for addressing missing persons cases.
“In the area of security, we will attend search commissions, victim assistance, and strengthen the Fiscalía to provide better attention to this sensitive issue for citizens,” Zamora concluded.
Legislative Timeline
Gabriela Cárdenas, President of the Hacienda and Budget Commission in the Legislative Power, announced that the deadline for approving the economic package is December 15.
