Background on SIAPA and its Energy Consumption

The Sistema Intermunicipal de los Servicios de Agua Potable y Alcantarillado (SIAPA) in Jalisco, Mexico, is the governmental entity consuming the most energy due to its outdated pumping equipment. Manuel Herrera Vega, Secretary of the Secretaría de Desarrollo Energético Sustentable (SEDES) in Jalisco, has identified the urgent need to modernize SIAPA’s principal substations like Chapala and Las Pintas for enhanced energy security.

Modernization and Renewable Energy Integration

Herrera Vega explained that integrating renewable energy sources and storage technologies into SIAPA could result in annual savings of 270 million pesos. The modernization project for SIAPA’s pumping equipment requires an investment of 1,300 million pesos, which would be financed through the organization’s own energy consumption savings.

40 Municipalities Join Efficiency Program

Enrique Rubio León, Director General of the Agencia de Energía del Estado de Jalisco, reported that over 40 municipalities in Jalisco have joined the Efficiency Energy Program. The second-highest expenditure for these municipalities, after employee salaries, is energy costs.

Energy Efficiency Analysis and Savings

Rubio León mentioned that the program focuses on public lighting, government buildings, and water pumping systems. Analyzing over 100 installations in the participating municipalities, potential savings exceed 100 gigawatts (GW), equivalent to more than 280 million pesos. This would require an approximate investment of 800 million pesos, according to Rubio León.

Program Components and Financing

The program includes analyzing energy consumption data, conducting technical site visits to identify consumption and infrastructure, and providing each municipality with a project bank. Rubio León emphasized the importance of securing financing and subsidies, actively pursuing possibilities from national and international organizations.
