Introduction to the Plan and Key Players
The governor of Michoacán, Alfredo Ramírez Bedolla, unveiled strategic water-related actions as part of the Plan Michoacán por la Paz y la Justicia. The state’s hydraulic plan, coordinated by the Comisión Estatal del Agua y Gestión de Cuencas (Ceac) under the direction of Olivia Cázares Arreola, in collaboration with the Comisión Nacional del Agua (CONAGUA), aims to ensure access to potable water, strengthen agricultural irrigation infrastructure, and expand sanitation coverage across the state.
Three Main Focus Areas of the Plan
1. Access to Potable Water
The plan allocates over 800 million pesos for the execution of 114 projects in various regions, including Bajío, Costa, Ciénega, Meseta Purépecha, zona Oriente, Tierra Caliente, and Uruapan. These initiatives aim to optimize water usage and ensure equitable distribution.
2. Agricultural Irrigation Infrastructure
This focus area involves modernizing and technologically upgrading irrigation districts, crucial for agricultural production. Notable projects include the technological and modernization upgrades of irrigation districts 020 Morelia–Queréndaro, 097 Lázaro Cárdenas, and 098 José María Morelos. These projects aim to improve water efficiency and bolster rural productivity by renewing systems and canals.
3. Clean Water Initiatives
With an initial investment of 330 million pesos, this component seeks to expand sanitation coverage. Key projects include the sanitation of Lake Pátzcuaro, River Duero, and River Lerma, among other water bodies requiring attention to reduce contamination and protect ecosystems.
Historical Investment in Water Management
The state hydraulic plan represents a historic investment exceeding 1.6 billion pesos, complementing national efforts to promote responsible water management.
Additional State Initiatives
Alongside federal efforts, the Michoacán government is also advancing strategic initiatives such as the Plan Lázaro Cárdenas del Río and the Justice Plan for the Purépecha People.
