On this Wednesday, the agreement for the establishment of the Bajío Industrial Development Park was signed in Zinapécuaro, Michoacán, as part of the federal Plan México strategy to attract manufacturing, logistics, and technology companies.

Alfredo Ramírez Bedolla, the local leader, stated, “After analyzing multiple locations, this 342-hectare plot in Zinapécuaro met all the conditions: guaranteed clean energy, water availability, and a privileged logistical position. We chose this location instead of Lázaro Cárdenas, which is already a consolidated pole. Here, we are building something new that will complement the port.”

Relevance of Zinapécuaro’s Location

The decision was based on three-year feasibility studies. The polygon is only 2 km from CFE transmission lines, has immediate access to the Kansas City Southern railway, and the Mexico-Guadalajara highway, explained Claudio Méndez Fernández, head of the State Secretariat for Economic Development (SECODE).

“When evaluating projects of this magnitude, we look for synergies. This location creates an ecosystem where companies can receive raw materials by ship and distribute them throughout central and Bajío Mexico within hours, optimizing logistical costs,” said Eduardo Ramírez Díaz, CEO of Citelis.

Investment and Bidding Process

The land will be divided into three parcels to be bid separately, preventing a single operator from controlling the entire project and ensuring competition and greater dynamism in attracting companies.

Companies participating in the park’s development will enjoy tax benefits, such as accelerated depreciation, and specialized assistance to expedite environmental and construction permits, supported by an intersecretarial committee.

“Since the project’s announcement, we have received letters of intent from national and international conglomerates, especially developers of industrial parks and logistics companies. The call for participation will be announced soon,” added the SECODE head.

The park will combine public-private investment, operated by private companies, industrial park operators in the country, not the government or the Secretary of Economic Development, clarified Bedolla.

“We are literally in the Bajío region of Michoacán, just half an hour from one of the country’s most dynamic economic zones. Here, we can integrate into the production chains of Querétaro, Guanajuato, and Jalisco,” added Bedolla.

Confidence in the USMCA

Although the target market is Mexico, the park also aims to attract manufacturers with T-MEC advantages such as medical devices, electronics, home appliances, and auto parts. It also seeks to recover domestic production in textiles and footwear, sectors affected by Asian imports.

“Although there is a customs office at Morelia’s airport, we can establish a strategically important enclave within this park. We are sitting on a diamond of the country’s industrial and logistical development,” explained Bedolla.
