Key Player and Relevance

Emmanuel Loo, the head of dispatch at Nuevo León’s Secretaría de Economía, explained that small and medium-sized enterprises (SMEs) are being linked with large companies through the Supply Hub platform. A 4,000 million pesos guarantee fund with NAFIN is available for credits, and digital platforms have streamlined procedures.

Nuevo León’s Focus on Export and Trade

Nuevo León recognizes the importance of international trade, aiming to boost national content through tariffs. The state hosts 700 exporting companies generating approximately 360,000 jobs and accounting for 20% of its state economy by exporting around 60,000 million dollars. Emmanuel Loo emphasized this during the International Trade Forum organized by COMCE Noreste.

Hecho en Nuevo León Initiative

The “Hecho en Nuevo León” initiative promotes local supplier integration into exports. Companies meeting origin rules can export without US taxes and receive ISN payment incentives.

SME Requirements for Chains of Value Integration

Emmanuel Loo outlined three specific requests from a recent meeting with state chambers and clusters to support SMEs: linking, financing, and expediting procedures.

  1. Linking: SMEs are connected with incoming and established large companies via the Supply Hub platform, achieving 700 million dollars in orders so far.
  2. Financing: This year, a record-breaking 4,000 million pesos guarantee fund with NAFIN will boost SME productive capacity.
  3. Expedited Procedures: Nuevo León Online platform has reduced requirements by 70% and management times by 80%. For example, environmental procedures dropped from 260 days to under 40 days.

Strengthening Alliance with Texas

This week, the state government hosted a delegation of Texas mayors and businesspeople. They agreed on periodic meetings for greater North American integration.

Additionally, they met with over 25 Texas entrepreneurs from the 100 CEOs coalition, who had investments in the state but were unfamiliar with it.

“We are facing a second wave of nearshoring, and in Nuevo León, we’re ready to capitalize on it with strategic government-private sector alliances,” Loo concluded.
