Background on Puebla’s Financial Aspirations
Puebla, a state in Mexico, is planning for a budget of 130,000 million pesos by 2026. This represents a 3.1% increase from the 126,000 million pesos it spent in 2025, according to Josefina Morales Guerrero, the Secretary of Planning, Finance, and Administration (SPFA).
Federal Contributions
The Proyecto de Presupuesto de Egresos de la Federación (PPEF) for the upcoming year allocates Puebla approximately 48,516 million pesos in federal contributions, a mere 0.6% more than the 2025 allocation.
Ranking Among Other States
Puebla ranks 8th nationally in federal contributions, with the State of Mexico leading at 98,571 million pesos, Veracruz following closely with 70,536 million pesos, and Chiapas receiving 68,893 million pesos.
Key Areas of Spending
Morales Guerrero highlighted that the most crucial area to review is the Fondo General de Participaciones, which, combined with self-generated revenue, accounts for 57% of the total budget.
Educational and Infrastructure Investments
Claudia Sheinbaum Pardo’s government plans to allocate the majority of its federal funds (25,547 million pesos) to Aportaciones para la Nómina Educativa (FONE), focusing on education.
- Saneamiento del río Atoyac: 3,000 million pesos for cleaning one of Mexico’s most polluted rivers.
- River Lerma: Over 1,347 million pesos for its improvement.
- New San Alejandro Hospital: 70 million pesos for the operation of a newly built hospital in Puebla city, replacing the one demolished after the 2017 earthquake.
