Working poverty, defined as insufficient labor income to purchase a household’s food basket, impacts women more than men in Querétaro. In the first quarter of 2025, Querétaro had the most pronounced gender gap in working poverty, with 121.68 women experiencing this issue for every 100 men.
Gender Gap in Working Poverty Across Mexico
Querétaro ranked fourth among Mexican states with the largest gender gap in working poverty, with 121.68 women experiencing this issue for every 100 men in working poverty. Jalisco had the widest gender gap (127.11 women for every 100 men), followed by Nuevo León (124.03) and Colima (123.03).

Working Poverty Reduction in Querétaro
In the January-March 2025 quarter, working poverty affected 29.1% of Querétaro’s population.
- This percentage placed Querétaro 15th among the 32 states, below the national average of 33.9%.
- Over one year, the state saw an 8.1 percentage point reduction in this rate, as it impacted 37.2% of people in the first quarter of 2024.
- The reduction was more significant among men, with the indicator dropping 9.7 percentage points from 35.8% to 26.1%.
- The percentage of women in working poverty decreased by 6.6 percentage points, falling from 38.4% to 31.8%.
Based on the MCV analysis, which establishes a state economic signal, Querétaro was categorized as green (within a red-yellow-green range) due to its lower indicator compared to the national average and its annual reduction better than the country’s.
Until 2024, Coneval measured working poverty and income-based poverty lines, assessed social programs, and evaluated the national development social policy. Starting this year, Inegi takes over these responsibilities. MCV released its trimesterly publication of the indicator based on Coneval’s methodology.
Though MCV’s working poverty rate measurement remains the same, the state’s target in the economic signal differs.
